First go to TownCrier:

http://www.wolftech.ncsu.edu/towncrier/

and post a notice to the WolfTech Maintenance area.

Then in ECE root make a .htaccess file with the following single line:

RedirectMatch ^/path to directory/.*$ http://www.wolftech.ncsu.edu/maintenance
