Yes, apparently there is a QIP client for Windows. Be warned that COMTECH will not provide any support for this client at this time. If asked, they will disavow knowledge of its existence.

Be sure to follow the instructions as the client requires a patch before it will work -- this patch is an overlay. Once the correct files have been copied over, the client should read "Build 46". If you're seeing that version, then you know you've installed the patch correctly. If not...
